Update: New START Treaty

On February 2, President Barack Obama signed the documents for the New START treaty’s ratification.  An official ceremony to exchange ratification documents will take at the Munich Security Conference between US Secretary of State Hilary Clinton and Russian Foreign Minister Sergei Lavrov.

    The United States and Russia formally exchanged the documents for ratification of the New START treaty on February 5 at the Munich Security Conference, putting the treaty into effect. Both Russia and the US will now begin inspections on each other’s nuclear capabilities, and the process of reducing nuclear warheads will begin.
    However, Russia’s Deupty Foreign Minister Sergei Ryabkov was quoted saying “If the US increases the size and quality of missile defense individually or together with NATO partners and the situation changes; a question will [then] arise: Should Russia comply with the treaty or take measures in response?” (http://bit.ly/fXZXFB)
