New START treaty ratified by Russian Parliament and President

After passing through the U.S. Senate, Russian Duma and Russian Parliament, Russian President Dmitry Medvedev signed the New START treaty last Friday.

Secretary of State Hillary Clinton and Russian Foreign Minister Sergei Lavrov are expected to exchange instruments for ratification of the treaty next week at the Munich National Security Conference in Munich, Germany. 

The New START treaty, which is the first major nuclear disarment deal since the late Cold War era, will reduce US and Russian nuclear arsenals within seven years of ratification.  Once Clinton and Lavrov put the treaty into effect, transparency of both side’s nuclear forces as well as the first on-site inspections in two years should begin within a few weeks.
